They don't ban competing browsers. They just only allow a web kit runtime. There are plenty of browsers available for iPad and iPhone that aren't Safari.

This is also the one thing that bugged me. If they can get this aspect fixed, I think I'll be fine with Apple Maps. Just as long as local search works well. That's a feature I use to find tons of stuff on Google Maps.
