The developer has to invest in anti-cheat, hire staff to hand out bans and review cheating, and most importantly, 98% of people are having their game that they paid for infringed on by the cheaters. downscaling from 4k to 1080p (effectively supersampling) is an anti-aliasing technique. DLSS is good at anti-aliasing so no reason to do the downscaling trick.
