Conceptually, I agree this is a frightening proposition, but it is wholly and entirely inaccurate. The referenced legislation, which is a ‘bill’ not a ‘law’ is a version of the bill passed only by the House back in May. The Defense Authorization Bill passed the House and Senate on December 8 and reads.
