Nope, the waitstaff should have addressed the issue calmly and rationally — "oh, we're sorry ma'am, but you can't do that here. Can I watch your kids while you change her in the bathroom?" Or even, "yeah, it's crappy that we have no changing tables, but we're going to have to ask you to do that outside."

No one said that it was. But the violation is the restaurant's issue, not the customer's. The restaurant (particularly one that claims to be family friendly and that advertises to families) should have changing tables installed.
