In many places they’re not listening to anything, they just don’t want to be panhandled.

They don’t have your GPS device of course. It’s like saying I can see where I am by opening my eyes, why can’t the person on the other end of the phone? The best they can do is cell-phone triangulation but that only tells them you’re somewhere within the the nearest three towers.
