In theory. in practice, 5 over is normal in every US state I've been in, and in some places, 10 over is completely normal too. In california there's a stretch of the 15 where I was doing 80 (in a 65) in the middle lane and being passed constantly by cars on the left. The cars on my right were doing between 70 and 75.
