Can’t tell if this was a joke or not, but considering the common misuse I have to mention it. The phrase “for all intensive purposes” is widely misused instead of the correct phrase “for all intents and purposes”.

Yeah, basically what it seems like to me is that a short-form anime shouldn't make in on the list because it is short-form. Rather it will make it on the list if it deserves to be on the list more than another anime (regardless of the form).
