You can't withdraw from the compact between July of an election  year and inauguration day. There is specific language in the compact that prohibits this. If a state joins the compact and violated it, they also violate the contracts Clause of the constitution.

There are more rural voters in California, Texas, Illinois, New York, and Michigan than there are in the dakotas, Wyoming, Iowa, Nebraska, and Kansas. If you really were concerned about rural interests (you don’t, obviously), you would appreciate that the Electoral College undermines their power as a voting bloc.
