THC isn’t water soluble and would probably just float on the surface as fine crystals; it would probably all end up in the first small scoup you took out. It would probably work best to dissolve the THC in 195proof everclear and spray it onto so dried flaked salt while tossing it in a bowl.(like salting french fries) 

The main use of air to air nukes is using a small one to take out a big one. Look up the sprint missiles. Kinetic kill vehicles or conventional fragmentation/expanding rod warheads need spectacular guidance to hit a ballistic missile after reentry, where it’s traveling at mach 10. Tldr play that old arcade missile…
