To fix this problem on desktops/laptops... 1) start an app 2) right click on its taskbar icon 3) right click (again) on the app name on the popup menu 4) select Properties 5) select Compatibility 6) Disable display scaling... 7) Apply 8) quit app and restart... whew... but it works like a charm.
