I don't think Billith knew about the HepV originally did he? The vision just showed the sunshiney death room. It just seems that Billith's plan conveniently leaves out the part where there would presumably be guards watching that room with guns pointed at everyone in it. I'm not sure I would classify him as "decent". Personally I don't think it's very decent to murder an obviously mentally unstable man, leaving behind a wife and three children.
