That guy that fled, though isn’t the one that caused the accident. Even if he turned himself in, he did not directly cause the events to unfold. By that I mean that the accident was the guy that crashed and the US truck; the other car didn’t railroad the Challenger into the 18-wheeler, from the sound of the story.
