Yes, she was. I remember her being in the lineup of the teen titans for a bit (the run with Tim drake and Connor kent) and making appearances in the red Robin series.

She made her debut 2006 in the Teen Titans comics. I wouldn't say she was a prominent character, but she was not made up for the show.

That's Jade, the original Green Lantern's (Alan Scott's) daughter. IIRC she is a human/alien hybrid. But I could be wrong.
