I agree, there's probably some beef already between them. The driver opens the door before gun man gets up to the window. They probably spotted him crossing the street while gun man started two cars ahead to try to get the jump on them.

I read Nissan's IMSA GTP car had a couple of rear blow outs from almost 10k lbs of downforce.
But the limit was how much fuel a car can use in an entire race (and between refueling). If a team made a monster hp car that burned 10 gallons a minute they couldn't finish a race because they would burn up their fuel allotment before it was over.
Rotaries weren't singled out. After 1991, every car had to be a 3.5L V10. Jaguar V12s were out, Porsche and Nissan turbos, etc.
In the beginning they only sold road cars to fund their racing.
