I hate to break it to you, but there are legacy systems out there running mission-critical software that for one reason or another can't be updated. In theory, it's supposed to give your wiper blade more downforce so it does a better job at cleaning the windshield. In actuality, it just looks ugly. Although, those are nice 'cuz they're wood grain...
