The riders in the video that I see also take the time to flip off the car driver, and not stop to make sure the driver is OK. That's a little douche-y in my book.
I would say that blocking the passing lane is an asshat move no matter what the driver is driving.
Considering that the riders in the left lane were at the same speed as the ones in the right and were not looking to merge over or pass, I would say that counts as blocking.
The left lane is for passing. If you hold up traffic in the left lane, you are an asshat. That is all.
The bikers were blocking both lanes. That's their contribution to the accident. It doesn't matter if they were going speed limit or not, traveling in the left lane isn't good etiquette and is downright illegal in some states.
Speed limit is irrelevant. You move to the right when you're not overtaking, period. Unless when it's so crowded you simply can't.
If you're in the left lane and not passing, you're blocking traffic.

Ford should get an award for highway beautification for putting these cars onto them.
You need to keep in mind that it is a mainstream midzise sedan competing against Accords and Camry's, and these cars are made of compromises. One of my neighbor have one, probably a base model. It's far from exciting but better than the two above-mentioned cars.
That has to be the most practical test of a trunk's capacity I've seen. Cubic feet? Wha? How many of those do I need?
