Most people driving a '91 626 are doing so because they have to, not because they can afford a more reliable car but have an emotional/nostalgic connection to it. Such people could almost certainly use a restoration, yet I don't see Mazda handing them out to non-multimillionaire celebrities.

Get you closer to work so you work longer and commute less. Provide amenities so you work more and spend less time on other activities. They would not do this unless it benefits them!
