This is decided on a per-community basis. Plenty of runners (including top level SMB1 runners) do run on emu. Many communities accept these runs alongside console runs; others list them separately due to emulator inaccuracies.
The community’s understanding of the game is deep enough that we can use visual cues to accurately determine the framecount of the run. The timer you see on stream is manually controlled and not accurate to this level.
