if you have 2.2 and above, you should use two fingers to scroll down while in google maps, and if you are in an area with 3D buildings, you will see them. if you are in a small town in Indiana, you may not.

Go to Market and search google maps. Select the correct app and under app info you will see update button. If you do, hit it and update to the latest version.

To answer your question in a simple way. NEVER! Just think about it. MS has binged windows phone 7. I don't think google will be offering mapping software for WP7. Actually, you are better off hoping MS offers bing navigation soon.
