If this is a recent change in behavior, it might be productive to think back and attempt to determine whether someone or some event precipitated this change! It's been my experience that pets, especially dogs, change their behavior patterns when something happens to them.

Paint.NET is like an advanced version of Windows Paint and I do believe it does layers and supports plug-ins as well.
