Oh and I see where I might have caused a misunderstanding. In my original post what I meant was salaries, benefits, etc have been removed leaving only mostly unimportant issues to negotiate.
Yes to the don’t do a good job negotiating. And not just because of the rules but in my case, and I think in many local teachers unions, the union is too close to management. And that is both caused by the fact that they are actually employees of the same management and also because they don’t really want to fight.
And the bargaining rules came down from the state. And unfortunately I can only vote against people like pence. Sadly in Indiana I fall in the minority politically
I get where you are coming from. But as I replied to another post my issue is with my specific union.

But when I told them I would not likely agree to any terms that included one time bonus “stipends” in lieu of actual salary increases it became clear that I might not fit their negotiating strategy. My issue as a teacher in Indiana is my particular teachers union is gutless. In addition the state has effectively neutered teachers unions in general by removing all but the most banal details from collective bargaining (like salaries, benefits, etc).
