Eyes have a range of how much motion they can detect in a given timeframe. The difference is very pronounced between 30 and anything lower than it, but less pronounced between 30 and 60, and near imperceptible higher than 120.

Basically this. You can easily tell the difference between 30 and anything about 5-10 less, but you can't tell much between 60 and 30, and anything beyond 60 is imperceptible.
