If personally held beliefs were so easily influenced by the larger social structure, black people would have caved in and given up on inequality, they would have accepted the belief that they were inferior.
This is not a discussion about social context, it's a discussion about personal beliefs. If you say "this person is racist", it's about the personally held beliefs, not about the social relations of power.

You are using a different definition of racism than most of people. You can't expect other people to accept your definition without a good reason.
The definition of racism that includes power is minoritarian, and fairly new. Racism is understood and commonly defined as a type of prejudice based on the belief that there are certain traits that are genetically inherent to each "race".
From that point of view, you are correct.
