Yeah, it does use the Drive space, but like Gmail, which also uses the Drive space, you can only view the contents of backed up Photos in the related App (ie, Google Photos).

Technically, its not there because the app store rules say Apple would get a 30% cut. Which Google doesn't want to pay obviously
