No, I’m saying it’s necessary because the combination of hearing protection and suppressors will protect hearing. What I’m also saying is that if people are afraid of “silent” guns I already know of one entirely legal combination of parts and ammo to do that. And suppressors won’t muffle sounds nearly that well.
