Where I live the only condition for renewing car insurance is paying the bill. I have only ever had 1 car inspected, and that was only done because I was bringing it in from out of state. They only checked to make sure it had lights, mirrors, and a windshield.

The problem with winter tires is that they get less effective and wear down quickly when the temperature rises into the 40s.
