I for one am not for more taxes, but I was trying to say that the "gas guzzler tax", as do all taxes, acts as a market force to encourage people to choose the "better" option.

The buyers aren't necessarily buying them with fuel efficiency in mind, but the manufacturer does have CAFE restrictions to work within. The customer isn't always too happy with a gas guzzler tax.
