@josephst18: Thanks for all the replies. He told me that he doesn't want Windows reinstalled, which was my suggestion, so I guess I'll just go with the Revo Uninstaller and CCleaner combo. Sounds like that will be the next best thing besides reinstalling.

Is it possible to run Samurize or Rainmeter on Vista/ Windows 7? I love the Enigma desktop, but am not sure if I can do this.

Will with work on Windows 7 (or Vista)? As pretty as a fish is, this desktop is so much better. I would love to get something like this, but have been unable to find an answer to this.
