I'm not disagreeing with your central premise, but I'll be very surprised if the merge happens within 3 episodes with 14 people left. I'd bet, unless something disastrous happens, it happens when there are 10 left.

I think the merge is just far enough away that to keep losing challenges due to Will is a real danger to your alliance.

Because at this stage you don't want to get voted out. You keep losing challenges, and Will has shown to be almost no help in any challenge, and someone has to be voted out. Once Shirin is gone, then you're cannibalizing your alliance.
