I’ve been able to paint aluminum by using a quick dip in sodium hydroxide (Drano) to etch it. Clean well with alcohol or acetone to remove oils , and wash off the black layer after. You will end up with a gray porous surface that takes paint well.

Sounds like it was annealed; heated up and allowed to cool slowly. I suppose it de-stressed the welds.

The other nice thing about a TH400 is that a 700R4 swaps straight in. The overdrive is a beautiful thing. Disc brakes from a police car of similar vintage will give you all the whoa you need.
