Do Japanese people draw Asian smiley faces? They don’t go to the effort to mark every image as Asian, they read Asian features into unmarked, neutral art. We look at neutral features and see Caucasian influences because we are reading our bias onto a neutral figure.
I think you may be confusing mukokuseki with drawn to look white. Anime tends to incorporate a lot of racial ambiguity in their characters, including features that are Caucasian, but that doesn’t mean that they’re intended to be white.
Other countries do it because they can’t easily get actors who aren’t locals. In America you can find actors of any ethnicity you can think of without extra costs just by asking.
