In the context of this discussion, yeah, "belief" could be synonymous with, e.g., "viewpoint", "position", "philosophy", or any number of other words that denote an opinion regarding a subject.

By that line of reasoning it is impossible to hold a position without it in some way constituting a "belief" and there really isn't much point to the word at all.
