They did the same thing during the Beta. Originally there were no "rental" items at all. I stopped playing the game after the beta, because of all of the changes to the store.

GIMP is your best bet. It works really well, and is pretty robust in features. (If you want, there is even a mod for it that makes the layout similar to photoshop)

This bill isn't all that bad, it specifically states that if a retailer was lied to about the age (fake ID) then they are not liable. I also like the fact that the bill doesn't just focus on games though, it is games and movies.
