Why not just approach the man yourself and let him know his dog is on its deathbed? It sounds from the description that the guy came back quickly and the dog was not in any danger. But of course this concerned citizen called 911 instead of talking to the guy he watched walking into the store for a very short trip.

Just because male police officers often don’t get prosecuted doesn’t mean we should sweep this case under the rug. We have to change it to “everybody gets prosecuted for killing someone”, not “men and women have equal rights to shoot black people”.
