I noticed you never came back like you promised, and I was bored, so I did a little of my own research. I wonder, is a 140-year-old usage

The writer did mean unwilling to speak, and there is no ambiguity about that. The usage of the word in the piece is the very usage you describe. If the word were being used in a different context, like being "reticent" to visit a foreign country or some such, I would have changed it.
