If i'm not mistaken, BIOS passwords on laptops have been stored on non-volatile chips for a very long time, so pulling the battery wouldn't work. I can't speak for all laptop manufacturers but I can say for sure this has been the case with Dell, HP and Toshiba for well over 10 years.

I'm trying to figure out how this makes a laptop tamper proof. As someone stated earlier, this might make it tamper evident. I don't see a single instance where this would protect anything at all on a laptop, which is what I taking "tamper-proof" to mean.

These parents weren't putting their child in danger of being physically harmed. Whatever the statistical chances of whatever happening, the reality is that the kid was physically safe where he was. What they did do, was put their child in danger of being traumatized. Whether that actually happened is anyone's guess.
