Yep, and that is the majority of the current storyline. That and Klaw somehow trying to resurrect his sister using soundwaves because Marvel, but the underlying story is about the massive issues with trying to move to a constitutional monarchy and limiting T’Challa’s ability to do whatever he wants as king.

The comics JUST finished a storyline where the people DID rise up. T’challa had to fight against his own people, and realized the absolute monarchy was, indeed, messed up. They’re in the process of forming a constitutional monarchy, he’s relinquished most of his power, and there is massive turmoil as a result.

So, in my experience, the only information you get access to with an interim clearance (whether the interim is for Secret, TS, SCI, etc) is Secret. They do not grant you access to TS or SCI information unless you have the full clearance (meaning that the investigation is completed).
