At least in the show, it always seemed to me that the storytellers are of the "everything that happened, happened" variety and that Claire's plans to create a new timeline of events was doomed from the start.

Agreed, it would be so much less interesting if Jamie's romantic rival was an obvious shit-heel. The fact that Frank is just as complex and loving as Jamie is a gift the show is giving us, and it makes the conflict that Claire is feeling way more relatable.
