I agree that they never seem to know whether Thomas is a mustache-twirling soap scoundrel or an object of sympathy; there's never really been anything done to bridge the gap between the two portrayals of him. I hope they do let him go out on a sympathetic note, however.

Hard to say, since most of the people in Ghost in the Shell have artificial bodies to look however they want and a large thematic point is how the mind and body are separate and one can change their appearance while maintaining a semblance of individuality.
Whatever story elements they choose to work with, nothing so far has given me any faith in this. Especially the casting of Batou.
