I doubt Sega would re-enter the hardware business. Their software relationship with other companies is tight, their games have been dropping quality for a while now, they don’t have money, and weren’t they suppose to null/void their deal with the pachinko company Sammy?

Snes9x hasn’t been “officially” updated since 2011. And yes, you’re right. The Snes9x license prohibits it.
To be quite honest, Bubsy died the day Bubsy 3D was created. If you look at the first two platformer games for SNES and Genesis, it’s actually a tid bit decent. Is not perfect, as it could use some work, but is not bad either.
