not really. It would be coming in so low and fast that it would surprise people when it passed by and be gone before they had a chance to react. If they vary their route enough it would be hard for anyone to lay a trap for it as well.

I agree. If you change the inches it shows you the estimated year (on the map) that that area will be flooded. Which is just confusing since the point of the map is to show how soon it could happen.
