They’ve already stated that mods will be available on private servers, which is what I’m referring to.

Presumably mods will be implemented at the same time, or near to it, as private servers. If past Bethesda Fallout games are anything to go by, they (the mods) will vastly improve the play experience, possibly even adding in NPC quest-givers.
