Exactly, Sutil aquaplaned off the track under green. For Bianchi to have done the same under a double yellow is unacceptable and, IMO, is driver error.

It was double yellows at this point in the race, meaning marshalls and equipment are on the track and the drivers should be prepared to stop. It's double yellow before this point. Green afterwards. The marshalls did nothing wrong.
Yes, that is how F1 does it. Only local yellow, everything was good after this corner so the track was green again.
