Delphi developed it for GM. Chevy received it from their parent company, they developed nothing (not to mention Cadillac was first to use it (and I know it seems like common sense to point out the Cadillac is a holding of GM Corp and not owned by Chevy, but to the average Chevy fan all of this is hard to grasp
