I think they "get paid" in other ways.  Leon is probably the only one most motivated by profit.  However paying them directly is more corruptive than helpful.

This was the strongest of the season.  I really enjoyed this episode.

…and as far as we know, we've barely met him.  The Following centers its show around "Joe", whereas Red John is nowhere to be (obviously) seen.  That said, Red John would never live up to his own hype (Brad Whitford was my favorite for how short he lasted).
