I never had the sense that there was a writer's room for Doctor Who. I think Variety and Moffat may be talking past each other a bit - that Moffat's "writer's room" just means that episodes are written by multiple writers, rather than him writing all of them.

Moffat has pretty clearly expressed that he believes the proper use of the Master is to kill her at the end of every story and then bring her back without explanation at the beginning of her next one, so I fully expect for Missy to "die" by the end of next episode. Pertwee and Delgado's versions of the characters clearly enjoy each other's company, in most of their stories together, and usually end up working together at some point. You even get that with Baker and Ainley at the end of Logopolis.
