No, it’s based on the Focus platform. 

I had a ‘92 Z28 1LE Heritage. I should have hung onto it. My understanding was the rear disc brakes and beefier sway bars were part of the 1LE package. GM stopped the IROC-Z package in 1990, so I aways thought the 1LE was the placeholder for the IROC designation for the last 2 years of production. Just my thought.
