I'm not an expert on towing, but it seems like the biggest factor in determining the tow rating of a vehicle is it's ability to bring the weight behind it to a stop, not getting it going.

My understanding is that the A-7's had a practical purpose beyond appearances. Like the SR-71 program, pilots were not able to get enough seat time in the actual F-117's to maintain their qualifications, so they needed something to fly.

I suspect that the LED headlights are optional and this new image is a low end model.
