Im playing on a 9900k and 2080ti at 1440p, ive had many strange things happening but may have a solution, firstly i noticed after changing graphics settings i would have strange dips in framerate for no reason before jumping up again, it would be at 90fps then suddenly get stuck at 45fps then back to 90 then stuck…
