With disc brake calipers, why are some rotated toward the center of the car and some are rotated toward the bumpers? I’m guessing brake line access is the primary reason, but would location also affect performace, as well?

The primary reason for parking restrictions (including fines) is to generate turnover along the curb, so that all members of the public have a fair shot of getting access to a shared public asset (instead of, say, restaurant employees claiming all of the spots in front of a restaurant, for the duration of their shift).
